This man is a silent version of 'are you a sinner or a winner?!', an odious ranter who used to abuse all the sinners crossing the road at Oxford Circus. Red Ken had him dealt with, I think.
His silence is unusual, I am not sure I have ever seen a silent doom-monger before. I wonder if he be mute, very shy, or if he think it better policy to keep his voice down.
He seems to be gaining a place in York city centre, slightly more mobile than the Minster but a recognisable feature. Perhaps someone ought to tell him, that when the people's eyes grow weary and accustomed to him, his silent message will become lost.
